In recent years, growing attention to the protection of diversity has made the issue of minorities increasingly relevant and compelling. There are, actually, some particularly vulnerable minorities, such as the Roma community, who have always suffered from a lack of interest on the part of a state legal system that, on the contrary, has always presented itself as a “promotional” and “interventionist” in this area. In response to a real legislative impasse at the state level, the regions have decided to introduce a series of regulatory measures aimed at supporting vulnerable groups. These measures have also included the Roma, who have been the subject of specific policies since the 1980s (albeit mainly for social security reasons).
